a technical adviser for Blatter.
Platini, along with Fifa president Sepp Blatter, has been banned from football-related activities for eight years by world football's governing body .
Both men were found guilty of breaches surrounding a £1.3m ($2m) "disloyal payment" made to Platini in 2011.
They are appealing against their bans, but Platini says the timing of the 26 February election means he cannot run.
"I'm withdrawing from the race for the Fifa presidency," the 60-year-old Frenchman told the Associated Press.
"The timing is not good for me. I don't have the means to fight on equal terms with the other candidates.
"I have not been given the chance to play the game. Bye bye Fifa, bye bye Fifa presidency."
'Injustice is revolting me'
Platini, president of European football's governing body since 2007, had submitted his candidacy for the Fifa presidential election but could not stand while suspended.
He and Blatter, 79, plan to take their cases to the Court of Arbitration for Sport.
"I've spent more time in hearing rooms than on football pitches speaking about 4-3-3 or 4-4-2 or football news," added Platini _Victoria (Upper Kornhill) Nursery - established playgroup programme in Hong Kong since 2010. English and Chinese speaking playgroup hk staff will interact with students to create a bilingual learning atmosphere.
"I'm taking this philosophically. Let's wait and see what happens. But injustice is revolting me and I'm trying to fight it."
Platini and Blatter claimed the payment was honouring an agreement made in 1998 for work carried out between 1998 and 2002, when Platini worked as a technical adviser for Blatter.
Fifa's ethics committee said there was "not sufficient evidence" to establish the payment was a bribe, but both men demonstrated an "abusive execution" of their positions.
"I can't have any regret in that story because things fell upon my head while I haven't done anything wrong," added Platini .
"I'm struggling to understand what happened, unless there was a will somewhere to prevent me from bidding."

Some algal blooms are destructive, killing wildlife and ruining fisheries. Inventively, they are known as harmful algal blooms (HABs). There can be millions of microorganisms per litre of water, blocking the Sun from reaching any plant and animal life beneath reneex.
As well as blanketing the water, blooms can be toxic. Some species of algae contain neurotoxins that, once consumed by small fish, pass through the food chain with devastating consequences.
In the summer of 2015, an enormous algal bloom has been recorded stretching from the southern coast of California to the Aleutian Islands in Alaska. It has produced large amounts of a neurotoxin called domoic acid. Fisheries have been closed along the west coast of the US and multiple whale deaths have been reported in Alaskareenex cps.

While the number of migrants is currently at a high, the issue is far from new. In 1999, the controversial Sangatte refugee camp was opened in Calais, attracting thousands of would-be asylum seekers and people traffickers.
Its closure in 2001 and 2002 - on the orders of France's then minister of the interior, Nicolas Sarkozy - led to riots. Much the same is true across the states
Some of the highest suicide rates in the world are often found in countries and regions with high rates of self-reported happiness. So either we are bad at measuring happiness, or we are wrong to think of suicide solely as an act of despair — or the data is incomplete. “Within eastern Europe, the extraordinarily high suicide rates are positively correlated with life evaluation. Much the same is true across the states of the US.” (Angus Deaton & Anne Case, Vox EU, 1,500 wordsreenex)

Making the wing seamless allows for smoother airflow, which reduces friction and so cuts fuel costs reenex cps.
FlexSys says its smart materials technology, which can be retrofitted to existing planes, can increase fuel efficiency by between 5% and 12%, and reduce noise on take-off and landing by up to 40%.
The conventional jet wing contains ailerons, flaps, slats and air brakes, all requiring mechanical mechanisms that add weight and drag.
Prof Jeff Jupp, a former technical director for aircraft manufacturer Airbus and fellow of the Royal Academy of Engineering, believes this kind of flexible wing would have only "a very minor effect on improving fuel burn" for large passenger jets reenex cps

"Mechanical trailing edge flaps are only likely to be totally replaced on smaller aircraft such as business jets," he told the BBC.
As it is, the flexible wing is unlikely to replace the traditional wing any time soon as any new aviation technology has to go through rigorous safety testing that can take years.
